Hello , You have to customize your skins before the game starts on every heroes and then queue for the game , Incase skinchanger is enabled and didn’t show you can reload it by pressing it reload changer at general section -> dota changer -> reload changer and you shall be having every skins that is possible.

What I’m referring to is the announcer and the music unequip themselves and the styles of the skin or arcana cannot be changed from the basic one.
