Reports alone will not get you banned. Reports + multiple accounts using the same PC in Dota will get you banned. You could likely be banned even if no one reported you for smurfing.

The game literally expels its deserving players as soon as they reach their peak. It is not designed to keep players beyond their final level. They only serve as stirrup holders for those who still climb. No wonder that players try to evade this fate. In fact, about 50% of Dota2 players are in this unsatisfying state, but can’t break free from their addiction to the game, although the developers do their best to push them out.

But yes, you could completely shut down your Steam account, request or demand the deletion of all personal data (it’s the law!) and then start from scratch as a new player.
